Fellowships and Capacity Building

ICAR is the nodal agency for admitting foreign students to Indian agricultural universities. Students apply through Indian Missions abroad. The main schemes are:

  1. Netaji Subhas–ICAR International Fellowships: doctoral research for Indian scholars abroad and foreign scholars in India. In 2025, 11 candidates were selected (4 Indian, 7 foreign).
  2. India–Africa Forum Summit scholarships: Master's and PhD programmes in agriculture for students from African Union countries.
  3. ASEAN–India Fellowships: Master's programmes for students from ASEAN countries; 12 students enrolled in 2025–26.
  4. BIMSTEC scholarships: six Master's and six PhD places for students from BIMSTEC member countries.
  5. Other schemes: scholarships for students from Nepal and SAARC PhD scholarships.

ICAR institutes also run training programmes for scientists and officials from partner countries, including courses under the Indian Technical and Economic Cooperation (ITEC) programme and regional groupings. ICAR scientists receive advanced training abroad under MoUs, work plans and collaborative projects.
