Proposals for international collaboration may come from ICAR institutes, subject-matter divisions or foreign partners. The IR Division examines each proposal, obtains the technical recommendation of ICAR and the clearances required from other ministries, and forwards it for approval. Agreements are implemented through time-bound work plans.
